In April 2015, the city was presented with two proposals for use of funds that are required to help with housing of the low income in the community. While both projects had merit, David reminded the council that neither met the council’s stated goals of increasing home ownership and quality of owner-occupied homes in Kelso. Ultimately, the majority of the council agreed and decided to hold the funds over for a year, with the hope that someone will come up with a proposal that achieves council goals.
